Russia to host talks on eliminating Syria chemical arsenal....

(Reuters) - Russia will host international talks on Friday on the elimination of Syria's chemical weapons, Deputy Foreign Minister Sergei Ryabkov said.

The meeting in Moscow will draw together experts from Russia, the United States, Syria, the United Nations and the Organisation for the Prohibition of Chemical Weapons (OPCW), Ryabkov told Voice of Russia radio on Tuesday.

Syria agreed to abandon its chemical weapons under a deal proposed by Russia to avert potential U.S. military action after a deadly August 21 sarin gas attack the United States blamed on President Bashar al-Assad's government.

A plan adopted by the OPCW in The Hague last month called for the most critical chemicals to be transported out of Syria by December 31 and destroyed by mid-March. All other declared chemical materials would be eliminated by June 30.

"We are certain that we will be able to complete this process in the agreed timeframe, meaning in the first half of the coming year," said Ryabkov.

Russia sent trucks and armored vehicles to Syria last week to transport toxins to the port city of Latakia for shipment out of the war zone by sea.

Russia has been Assad's most powerful supporter during the Syrian conflict, blocking attempts to push him from power or punish him with sanctions. Along with the United States and the United Nations, Russia is helping to organize a peace conference scheduled to start on January 22 in Switzerland.

There are reports that some third countries are training Syrian rebels to use chemical weapons in Afghanistan, Russian Foreign Minister Sergey Lavrov said.

The intention is to put the skill to use in new false flag actions in Syria, he explained.

The suspected training happened in Afghan territories not under control of the government in Kabul, Lavrov stated.

“Some reports indicate that [Al-Qaeda-linked radical] Al-Nusra Front is planning to smuggle toxic compounds and relevant specialists into Iraqi territory to stage terrorist attacks there this time,” Lavrov pointed out.

The Russian minister, who spoke after meeting his Kuwaiti counterpart Mohammad Sabah Al-Salem Al-Sabah, warned against any possible provocations in Syria related to the ongoing process of its chemical weapons disarmament.

“We are standing for conducting the work in a precise manner in accordance with the roadmap and without any hindrances. We warn against any possible provocation,” Lavrov said.

Al-Nusra Front is considered one of the most combat-worthy parts of the militants fighting against the Syrian authorities.

It has said that it takes orders from an Al-Qaeda branch operating in Iraq.

Many countries, including the United States, list the group as a terrorist organization over several high-profile bombings it carried out in Syria.

UN experts unable to get into opposition controlled regions in Syria...

UN experts have not been able to reach the town of Khan al-Asal on the suburbs of Aleppo where chemical weapons were allegedly used on March 19, said Friday the country's information minister Omran al- Zoubi.

In an interview with the Russian TV channel "Russia 24", the minister said that Khan al-Asal is under the control of the rebels and for the UN experts to penetrate into the region, special measures need to be taken against the opposition forces.

Al- Zoubi said that Syrian government forces have never used chemical weapons and it is in fact the opposition forces that have used toxic substances in the suburbs of Aleppo in the past.

The minister also said that Syria has decided to join OPCW, since there is no reason for government forces to use chemical weapons in the country. He further called on the international community to put pressure on Qatar, Saudi Arabia and Turkey to influence over the terrorists. This according to the Syrian minister will help prevent the use of chemical weapons by the rebels.

La Russie mène sa propre enquête sur l'attaque chimique du 21 août dans une banlieue de Damas pour en déterminer les responsables, a annoncé mardi aux journalistes à Moscou le ministre russe des Affaires étrangères Sergueï Lavrov.

"Nous réalisons également notre propre enquête afin d'obtenir le maximum d'informations sur les auteurs de ces sorties révoltantes. Et quoi qu'il arrive, nous nous appliquerons à faire en sorte que les coupables soient identifiés", a déclaré M.Lavrov.

Et d'ajouter que la discussion sur toutes ces questions devait s'appuyer sur l'ensemble des faits et se dérouler au sein du Conseil de sécurité des Nations unies.

Selon le chef de la diplomatie, la Russie souhaite que toutes les informations sur l'utilisation d'armes chimiques (en Syrie, ndlr) soient examinées de façon impartiale, et que tous les coupables soient identifiés. Il a aussi critiqué les représentants de certains Etats occidentaux qui avaient désigné le coupable de l'attaque chimique, notamment le président syrien Bachar el-Assad, avant même que les experts de l'Onu se rendent en Syrie.

"C'est un comportement incorrect, c'est une violation des ententes qui ont été enregistrées, notamment lors du sommet du G8 à Lough Erne (Irlande du Nord, ndlr)", a conclu le ministre.

The UN Security Council resolution on Syria clearly states that both the Syrian government and the opposition must refrain from any future use of chemical weapons, Russian Foreign Minister Sergey Lavrov said in an interview with Russia’s Channel One TV.

Channel One: How difficult was it to come to an agreement with the US this time, while working on the UN Security Council draft resolution on Syria?

Sergey Lavrov: It was not easy. But we made sure that the draft resolution, which has been compiled in support of another document prepared by the Organization for the Prohibition of Chemical Weapons (OPCW) – both documents [are] to be adopted today in The Hague and in New York – follows the principles of the Geneva accords that the US Secretary of State, John Kerry, and myself reached on September 14.

The key principle is that the OPCW experts will play the leading role, while the UN will provide additional support, particularly by providing additional personnel, if necessary, and, most importantly, by ensuring the security of the experts deployed to the chemical weapons storage sites disclosed by the Syrian government. Of course, the details of this work are yet to be agreed, and this is why the resolution commissions the UN Secretary General to work with the OPCW Director General and prepare detailed guidelines. There is also another crucial point: the resolution says that security measures are to be arranged in cooperation with the Syrian government, but also that the Syrian opposition will be held accountable in case it endangers OPCW experts. And this is a matter of principle.

C1: We have had situations in the past when UN resolutions were open to interpretation, as was the case with Libya. The resolution spoke of a no-fly zone; it said nothing about air strikes against government forces. Nonetheless, air strikes followed. Isn’t there a risk that certain parties may try and interpret the current resolution in their own way?

SL: I’ll put it this way: the possibility of any party citing the current resolution as a pretext for the use of force is out of question. The resolution on Libya was based on Chapter 7 of the UN Charter, which provides for a number of enforcement measures ranging from warnings to sanctions and, ultimately, to the use of force. This chapter was repeatedly suggested by our European and US partners as the basis for the resolution. We are categorically against this. We have learned the lesson of Libya and, knowing the capabilities of our partners to interpret the UN Security Council resolutions, we wanted to make sure there are no pretexts or “loopholes” that can be used to justify a similar course of action with respect to Syria. This resolution absolutely rules out the use of force and in fact any use of Chapter 7 of the UN Charter. This is verified by the fact that the closing section of the resolution says that if any of the Syrian parties, be it the government or the opposition, should interfere with the work of the experts or use chemical weapons, such incidents are to be immediately reported to the UN Security Council and investigated. In case any of the parties are proved to be guilty of a violation, the UN Security Council will address the situation based on Chapter 7. Damascus, Syria, September 27 (Associated Press) – The UN says its inspectors in Syria will investigate a total of seven sites where chemical weapons were allegedly used, including a Damascus suburb where hundreds were killed last month.

The UN office in Damascus said in a statement Friday that its team will write up a report "it hopes will be ready by late October." It was previously thought the UN probe would only look into three locations in Syria.

The United States says the August 21 attack in the Damascus suburb of Ghouta killed 1,429 people. Ghouta has been the focus of the UN team so far.

The northern town of Khan al-Assal is also on the list. Syrian President Bashar Assad's government and rebels have traded accusations of chemical weapons use in an attack there on March 19.

L'arsenal syrien d'armes chimiques est en grande partie "inutilisable" en l'état et pourrait par conséquent être détruit plus rapidement que prévu, affirme vendredi 27 septembre un rapport américano-russe confidentiel, cité par le Washington Post (en anglais). Ce rapport, présenté à la Maison Blanche par des experts en armement, avance que l'arsenal syrien pourrait être neutralisé en neuf mois, alors que la Russie et les Etats-Unis sont parvenus à un accord sur un texte encadrant sa destruction.

Selon le texte, ces armes présentent moins de risques d'être dissimulées ou dérobées par des groupes terroristes en raison de la forme sous laquelle elles sont stockées. Les experts avancent que la Syrie possèderait plus de 1 000 tonnes d'armes chimiques, dont 300 tonnes de gaz moutarde. Le reste de l'arsenal serait composé d'éléments chimiques liquides, stockés sous la forme de deux produits chimiques, appelés précurseurs, qui sont mélangés juste avant l'emploi. Cette information confirme ce que les renseignements français avaient avancé début septembre.

UNITED NATIONS, September 27 (Itar-Tass) - Russian Foreign Minister Sergei Lavrov will vote on the Syrian chemical weapons resolution in the U.N. Security Council if the ballot is held within the next 24 hours, Russian Permanent Representative to the United Nations Vitaly Churkin said on Thursday, September 26.

“He [Lavrov] will be here,” Churkin said. “He was planning to be here at this time anyway. He may have to stay an hour or so longer,” he added.

The foreign ministers of the other U.N. Security Council member states are also extending their stay in New York in order to take part in the ballot.

Churkin said the U.N. Security Council might vote on the Syria chemical weapon resolution on Friday, September 27, if the Organisation for the Prohibition of Chemical Weapons (OPCW) adopted the relevant decision.

“We hope that the OPCW Executive Council will be able to make the decision within 24 hours as per its procedures. If this happens in The Hague tomorrow evening, that is, when it is 3 or 4 p.m. in New York, we will be able to vote [on the resolution] at 8 p.m.,” Churkin said.

The OPCW press service said earlier in the day that the date of the OPCW Executive Council’s meeting on Syria would be announced shortly.

Lavrov and U.S. Secretary of State John Kerry said earlier in the day that the five permanent members of the U.N. Security Council - Russia, the United States, Great Britain, China, and France - had agreed the text of the resolution.

The resolution will be presented to the other ten members of the U.N. Security Council at its closed meeting now in progress at the U.N. headquarters in New York.

The RF foreign minister made this statement in an interview with The Washington Post published on Thursday.

Asked whether Russia was still saying that it was the rebels who fired the chemical weapons on August 21 — not the Assad regime, Lavrov said, “Yes, we believe there is very good evidence to substantiate this.” The Russian Foreign Minister added: “I just presented a compilation of evidence to John Kerry when we met a couple of hours ago (in New York). This evidence is not something revolutionary. It’s available on the Internet.”

According to Lavrov, the evidence includes reports of journalists who visited the scene, and had talked with the militants, who said they received unusual rockets and ammunition from abroad and didn't know how to use them. There is also evidence from monastery nuns, who were near the chemical attack site, the Russian Foreign Minister said.

Les échantillons de gaz sarin utilisé dans l'attaque chimique survenue le 21 août près de Damas sont identiques à la substance neurotoxique employée en mars dernier dans une banlieue d'Alep, a déclaré le chef de la diplomatie russe Sergueï Lavrov dans une interview au Washington Post.

"La principale conclusion [de l'enquête effectuée par des experts russes] est que le type de gaz de sarin employé [près d'Alep] est artisanal. Nous possédons en outre des preuves attestant que du sarin utilisé le 21 août près de Damas était du même type, mais en concentration plus élevée", a expliqué le ministre russe.

Fin mars, les autorités syriennes ont demandé à l'Onu d'enquêter sur l'attaque chimique survenue le 19 mars dans une banlieue d'Alep. Perpétrée par les insurgés selon Damas, l'attaque a fait 25 morts et 110 blessés. Les rebelles ont démenti ces informations, accusant à leur tour l'armée régulière d'avoir utilisé un missile Scud chargé d'agents toxiques.

Les experts des Nations unies sont arrivés en Syrie le 18 août, après de longues négociations sur les modalités de l'enquête. Mais le 21 août, trois jours après leur entrée dans le pays, une attaque chimique d'envergure a été perpétrée près de la capitale, Damas.

Plusieurs pays occidentaux, dont les Etats-Unis et la France, ont rejeté sur le régime du président Assad la responsabilité de cette attaque, dont le bilan en termes de victimes s'élève à plus de 1400 morts selon l'Onu.

La Russie estime que l'attaque chimique en question constituait une provocation organisée par l'opposition en vue de susciter une intervention militaire étrangère dans le conflit syrien. Le 18 septembre, Moscou a annoncé avoir reçu des preuves attestant l'emploi d'armes chimiques par les insurgés.

Russia has information that the rockets with sarin gas used on August 21st near Damascus were home-made, said the Russian Foreign Minister Sergei Lavrov in an interview to the "The Washington Post" on Thursday.

Lavrov further said that similar home-made chemical weapons were used in Aleppo on March 19th, information about which was provided to the UN Security Council by Russian investigators earlier.

Lavrov also said that he has provided evidence to the US Secretary of State John Kerry about the involvement of the Syrian opposition in the chemical attacks.

Answering to a question whether Russia firmly believes that Syrian rebels are responsible for the chemical attacks, Lavrov said - "Yes we believe that there is enough evidence to prove that the rebels used chemical weapons, and this is not some kind of a revolutionary information, as it can be freely accessed on the internet.”

Il y a une forte chance que l'opposition syrienne possède certaines composantes d'armes chimiques, a déclaré mardi à New York le ministre russe des Affaires étrangères Sergueï Lavrov à l'issue d'une rencontre avec son homologue américain John Kerry.

"Il existe de fortes inquiétudes sur le fait que l'opposition possèderait certaines composantes de ces matériaux néfastes. Nous nous basons sur des faits. Et ces faits disent que le gouvernement syrien a rejoint la Convention internationale sur l'interdiction des armes chimiques, qu'il s'est déclaré prêt à respecter immédiatement tous les engagements pris dans ce cadre et qu'il a fourni à l'organisation des informations sur ses stocks d'armes chimiques et sur les lieux de leur emplacement", a fait savoir le ministre.

La situation en Syrie a atteint sa "phase critique" le 21 août, date à laquelle certains médias ont fait état de l'attaque chimique lancée par les troupes gouvernementales syriennes dans une banlieue de Damas. Plusieurs pays occidentaux, dont les Etats-Unis et la France, ont rejeté la responsabilité de cette attaque sur le régime du président Assad.

Der Weltsicherheitsrat wird seine neue Syrien-Resolution erst nach einem Beschluss der Organisation für das Verbot chemischer Waffen (OPCW) annehmen.

Das sagte ein ranghoher Diplomat, der anonym bleiben wollte, am Dienstag der Nachrichtenagentur RIA Novosti in New York. „Die UN arbeiten derzeit an der Resolution. Wenn der Inhalt des Dokuments feststeht, wird die OPCW den Beschluss fassen. Aber die Reihenfolge bleibt wie zuvor geplant: Zuerst wird der OPCW-Beschluss bekanntgegeben. Dann wird der UN-Sicherheitsrat auf der Basis dieses Beschlusses die Resolution verabschieden“, hieß es.

Dem Gesprächspartner zufolge hat Syrien seine Verpflichtungen in vollem Umfang erfüllt und der OPCW alle Daten zu seinen Chemiewaffen zur Verfügung gestellt. „Nach uns vorliegenden Angaben gab es keine negativen Reaktionen und keine Anzeichen dafür, dass die OPCW mit etwas unzufrieden ist“, sagte der Diplomat.

MOSCOW (AA) - UN inspectors will arrive in Syrian capital Damascus on Wednesday to study last month's chemical attack, said Russian deputy minister of foreign affairs Sergey.

Led by a Swedish professor, Ake Sellstrom, the group of inspectors will be in Damascus on September 25 to collect more evidence related to the deadly chemical weapon attack, which killed more than a thousand civilians including women and children.

"We are pleased that our insistent calls for the return of UN inspectors to Syria worked out," Ryabkov said speaking at the Russian parliament Tuesday.

Stating that there were some technical and logical problems with U.S. arguments on Syria , Ryabkov said, "We will continue to work on the matter by taking the evidences supplied by the Syrian regime into account."

Ryabkov, meanwhile, met with British Ambassador to Russia Tim Barrow to discuss Syria crisis and Iran's nuclear program.

Russia previously accused UN inspectors studying last month's chemical attack in Syria of ignoring "very factual" evidence provided by the Damascus regime.

Le vice-ministre des Affaires étrangères n'a pas exclut une mention du chapitre VII de la charte des Nations-Unies dans la résolution de l'organisation à l'encontre de Damas.

La Russie a admis mardi que le chapitre VII de la charte de l’ONU pouvait être «mentionné» dans une résolution sur la Syrie, soulignant cependant qu’il ne pouvait y avoir d’automatisme dans le recours à la force. Ce chapitre aborde les actions en cas de menace contre la paix, de rupture de la paix et d'acte d'agression.

«Le chapitre VII ne peut être mentionné que comme un élément de l’éventail de mesures, si sont détectés (...) des faits comme le refus de coopération, la non-application des engagements, ou si quelqu’un, peu importe qui, a recours à l’arme chimique», a déclaré le vice-ministre des Affaires étrangères Sergueï Riabkov.

Russia says hopes for U.N. agreement on Syria resolution this week...

(Reuters) - Russia hopes the U.N. Security Council will reach agreement this week on a resolution supporting a deal for Syria to abandon its chemical weapons, but there is no guarantee, Deputy Foreign Minister Sergei Ryabkov said on Tuesday.

Ryabkov, speaking in the Russian parliament, reiterated that Russia would not accept a resolution that would trigger automatic punitive measures in the event of Syrian non-compliance with its obligations.

AFP - A UN Security Council resolution on Syria could mention Chapter VII of the UN Charter which allows force or tough sanctions, but only as a measure that could be invoked if an accord on chemical weapons is violated, a top Russian diplomat said Tuesday.

"Chapter VII can be mentioned only as an element of the measures against violators... if there is a refusal to cooperate, carry out obligations or if someone, it does not matter who, uses chemical weapons," Deputy Foreign Minister Sergei Ryabkov said.

Ryabkov expressed satisfaction that UN chemical weapons experts would be returning to Damascus "tomorrow, September 25" to investigate a chemical weapons attack outside Damascus in August, the Interfax news agency said, quoting comments in parliament.

La France et les Etats-Unis n'ont pas fourni à la Russie de preuves confirmant le recours à l'arme chimique en Syrie par les troupes gouvernementales, a déclaré dimanche le chef de la diplomatie russe Sergueï Lavrov dans une interview accordée à la chaîne de télévision russe Pervy Kanal.

Le ministre a indiqué que Paris et Washington avaient accusé les troupes gouvernementales d'avoir recouru à l'arme chimique le 21 août près de Damas bien avant la publication du rapport des enquêteurs de l'Onu.

"La France et les Etats-Unis n'ont jamais caché qu'ils n'avaient nullement besoin de compte-rendu (des inspecteurs de l'Onu). Bien avant que le compte-rendu soit prêt, ils ont déclaré qu'ils savaient tout depuis longtemps et que leurs renseignements étaient irréprochables, quoique ces deux pays ne nous les aient jamais montrés dans leur ensemble. Alors que les renseignements qu'ils ont bien voulu nous fournir ne prouvent pas que cet épisode soit lié au recours à l'arme chimique par le régime", a souligné le ministre russe des Affaires étrangères.

MOSCOW, September 22 (RIA Novosti) – Moscow insists that the Syrian opposition groups should also eliminate their chemical weapons stockpiles, Russian Foreign Minister Sergei Lavrov said Sunday.

In the interview with Channel One, Lavrov said “when our western partners repeatedly say that only the regime has weapons and that’s why only the regime could have used them, and the opposition has no chemical weapons, they are cunning.”

The Russian foreign minister cited “Israeli reports” saying that the rebels had at least twice seized the districts where the chemical weapons were stored. He also said the rebels have their own laboratories where make chemical weapons.

Lavrov has stressed the need for “those who finance the rebel groups, including the extremists, to find the way to demand that they hand over those [weapons] that had been seized and are to be destroyed.”

Evidence given by witnesses and journalists showed that rebels acquired “some shells from abroad that they had never seen and had no idea of how to use them, and then finally they used them,” Lavrov said.

The US is pushing Russia into approving a UN resolution that would allow for military intervention in Syria, in exchange for American support of Syria’s accession to OPCW, Russian Foreign Minister Sergey Lavrov has said.

“Our American partners are starting to blackmail us: ‘If Russia does not support a resolution under Chapter 7, then we will withdraw our support for Syria’s entry into the Organization for the Prohibition of Chemical Weapons (OPCW). This is a complete departure from what I agreed with Secretary of State John Kerry',” Russian Foreign Minister Sergey Lavrov told Channel 1's Sunday Time program.

Chapter 7 of the UN charter would allow for potential military intervention in Syria.
Western countries blinded by 'Assad must go' attitude

The head of Russia’s Foreign Ministry went on to say he was surprised by the West’s “negligent” approach to the conflict.

“Our partners are blinded by an ideological mission for regime change,” said Lavrov. “They cannot admit they have made another mistake.”

Slamming the West’s intervention in Libya and Iraq, the foreign minister stated that military intervention could only lead to a catastrophe in the region. Moreover, he stressed that if the West really was interested in a peaceful solution to the conflict that has raged for over two years, they would now be pushing for Syria’s entry into the OPCW in the first place, not for the ouster of President Bashar Assad.

Russia has accused the United States of trying to "blackmail" it into letting the U.N. Security Council threaten force against the Syrian government if Damascus fails to give up its chemical weapons.

The United States and its allies have been pressing the Council to adopt a Syria resolution under Chapter 7 of the U.N. Charter, which would permit enforcement through military action.

Russian Foreign Minister Sergei Lavrov said Sunday U.S. officials told him that if Russia does not agree to a Chapter 7 resolution, they will block the Organization for the Prohibition of Chemical Weapons from eliminating Syria's stockpiles.

Speaking to a Russian TV channel, Lavrov accused the United States of "blackmail" and trying to show "superiority" rather than focusing on the common goal of removing chemical weapons from Syria.

In a statement sent to VOA, a State Department official said U.S. diplomats are drafting a U.N. Security Council resolution with the "strongest possible enforcement mechanism."
