Kyiv invites UN and Red Cross to Ukraine-held parts of Russia's Kursk region

Ukraine has invited the UN and the International Committee of the Red Cross to carry out humanitarian work in Russia's Kursk region following a cross-border Ukrainian offensive that Kyiv says has resulted in the capture of about 100 settlements.

 Kremlin spokesperson Dmitry Peskov said the request was "provocative". 

  • The operational headquarters in the borderline Russian region of Kursk has decided to announce a mandatory evacuation of residents from the Rylsk and Khomutovka districts, Governor Alexey Smirnov said.


"Based on operational data, the regional operational headquarters has made a decision to evacuate [people from] localities in the Rylsk and Khomutovka districts situated in the 15 km-wide zone near the border with Ukraine," the official wrote on his Telegram channel.

According to Smirnov, regional law enforcement officers, officials and members of the Kursk-based Patriot voluntary public order squad will handle the coordination of the process.

  1. United Nations representatives may visit settlements in Russia’s borderline Kursk Region that are currently controlled by Ukrainian troops only with Russia’s authorization, Stephane Dujarric, a spokesman for the UN Secretary-General, said.

    "The short answer from us is, we are ready to do it, but we would need authorization from the Russian Federation," he told journalists when asked whether the organization planned to send its representatives to the Kursk Region at the provocative invitation from the Ukrainian Foreign Ministry.
